Overview

French government portal informing citizens about the social benefits available in France, launched in March 2017 by the government to let people discover in a few clicks the benefits they may be entitled to. The site directs users to two specialised simulators: one dedicated to people under 30 through 1jeune1solution, covering more than 1,000 support schemes, and the other open to everyone through mesdroitssociaux.gouv.fr, assessing eligibility for around sixty social benefits. The simulator is built on OpenFisca, an open and free calculation engine used by economic researchers and other public services. Signing in via FranceConnect automatically pre-fills certain information already held by social-security bodies, streamlining data entry and reducing errors. Since April 2021, the simulator's code has been reused by the Aides Jeunes team, and the service has gradually been integrated into the 1jeune1solution platform on beta.gouv.fr. The portal is part of a 'Startup d'Etat' (government start-up) initiative led by the French Interministerial Digital Directorate (DINUM) to tackle the non-take-up of social benefits, a phenomenon affecting millions of people in France. It stands as a cornerstone of the fight against non-take-up of social rights, an issue affecting several million French households that fail to claim the benefits they are entitled to. The simulator's usage statistics are publicly available, reflecting the project's transparency.

The institution handles individual complaints and proposes systemic reforms across five areas: rights of public service users, children's rights, discrimination, security ethics and whistleblower protection. In 2024, the institution received more than 225,000 inquiries, including 140,996 formal complaints and 84,196 phone calls.
