Independent administrative authority enshrined in the French Constitution since 2011, ensuring respect for fundamental rights and freedoms across the entire country, currently led by Rights Defender Claire Hedon. The institution handles individual complaints and proposes systemic reforms across five areas: rights of public service users, children's rights, discrimination, security ethics and whistleblower protection. In 2024, the institution received more than 225,000 inquiries, including 140,996 formal complaints and 84,196 phone calls. Complaints relating to public services accounted for 96,028 cases, or 93% of the admissible cases handled. Discrimination complaints linked to disability accounted for 22% of the total. The territorial network comprises 620 volunteer delegates present at more than 1,000 reception points, supported by 250 legal officers at headquarters. 74% of the mediations conducted led to an amicable settlement, and 216 formal decisions were issued. The 2024 annual report, published in March 2025, warns of a silent erosion of access to rights and points to the digitalisation of public services as a potential source of new inequalities.
